The Under-Secretary of State for
the Colonies.
at Bradford, I have instructed me to explain the position regarding the business of our Client, Mr. Rolf, in Hong Kong.
The partnership as at the end, and regarded all business pending at the outbreak of the War as carried out on behalf of the firm in the winding up of the business at that date, and he has treated all business subsequently transacted as done by him entirely on his own responsibility.
Mr. Rolf is wishful to transact the business in Hong Kong in the ordinary course, but it appears from communications received from his Manager there and from a letter dated the 11th of September last from the Colonial Secretary at Hong Kong, that difficulties are placed in the working of the usual methods of business.
We understand that our Client explained the position to Mr. Tennyson at the Colonial Office on Friday last, and arranged to make this application for a licence to trade.
There are contracts in the course of execution with persons, firms and companies in Yorkshire and Lancashire, and if these goods should not be taken up it would involve a serious loss not only to our Client but also to the suppliers in England from whom the goods have been purchased, and are in the course of manufacture.
Our Client has continued shipping during the time which has elapsed since the outbreak of the War, and a considerable quantity of goods are ready for shipment at the present moment.
The regulations issued by the Colonial Secretary at Hong Kong would endanger the business owing to the fact that payments of money are due to our Client, and this money is required for the fulfilment of his obligations.
